He has been Ambassador of Mexico to the United States of America and to the United Nations. In 2013 he was appointed, for the second time, Permanent Representative of Mexico to the United Nations.
He graduated in Law (1968) from UNAM. Master (1970) and Doctor in Political Science from the London School of Economics in London
He has been Professor at UAM and ITAM.
His publications include books on Diplomacy and articles for Nexos and Foreign Affairs magazines.
